The 15th of September stands as the date Latin American countries—Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua—earned their independence from Spain in 1821. Also, Mexico, Chile, and Belize were granted independence from Spain and the United Kingdom on September 16, 18, and 21, respectively.

It was President Ronald Reagan who made it a month-long affair commencing from September 15th and until October 15th, back in 1988. This was enacted on the approval of Public Law 100-402 on August 17th, 1988.
